4.2.3 The Assembled Proposal

Following the submissions from the three operational communities, the ICG assessed the proposals and assembled them into a unique and complete document. The Combined Transition Proposal was published on July 31 for a public comment period that ended on September 8.19 The ICG reviewed the submitted comments during a two-day face-to-face meeting (September 18–19) and selected the questions to be forwarded to the respective operational communities for further consideration.

A minority of comments touched on several substantial issues, such as jurisdiction, the lack of independence of the PTI from ICANN, and its relationship with the number and protocol communities. A broader number of comments raised concerns about the complexity of the proposal and the possible consequences for interoperability and workability, as well as about its incompleteness (especially on various aspects of the PTI), and its dependence on the work of the CCWG-Accountability. Nevertheless, the ICG found that the majority of comments were supportive of the proposal and worked with the appropriate operational community to fix the details.

On October 29, after an ICANN meeting held in Dublin, the ICG announced that it had finalized the IANA Stewardship Transition Proposal. It declared that the name proposal was conditioned on the accountability mechanisms under development in the CCWG-Accountability, which would ensure that the accountability requirements advanced by the name community would be satisfied before transmitting the final proposal to the board and the NTIA.
